Role at CDC

As acting director of OBPA, Holloway leads budget policy and Congressional appropriations functions – providing leadership and strategic advice in support of CDC's resource needs and its public health mission

Previous experience

Holloway has over 14 years of experience in public health policy and budget planning. She previously served as the deputy director of the Office of Budget Policy and Appropriations. From 2018-2024, she served in various leadership roles in the Office of the Chief of Staff and Office of the Chief Operating Officer, where she helped provide leadership, oversight, and support for CDC's operations. She also led resource management activities for the Emergency Response Implementation Coordination (ERIC) Unit to plan, execute, and monitor emergency supplemental funding resources to ensure optimal program impact and promote fiscal and programmatic accountability. She has extensive experience in budget strategy and planning, program management, operations, budget formulation, and Congressional engagement.

Holloway began her public service as a field assignee where she oversaw emergency preparedness planning and epidemiologic investigations at a local health department. She later spent several years supporting CDC's influenza preparedness and response activities.

Education

Holloway holds a bachelor’s degree from Cornell University and a master’s degree in public health from the University of California, Berkeley.
